To find the Unleash the Dragon legendary artefact, you will need to kill El Dragon Jr. He is located in Jakobs Estate on Eden-6. However a new update to the game means first you will have to have true vault hunter mode or mayhem mode active to get the legendary drop. That means completing the game first before getting the legendary item to drop.
